Functional Role of Azerbaijan Governmental Institutions in Biodiversity Conservation
Each of the governing bodies and organizations responsible for the management, protection and sustainable use of natural resources has different roles and responsibilities. Milli Mejlis (Parliament) of Azerbaijan develops legal basis for conservation and sustainable use of biological resources. Government and the executive authority organs, according to the competence, establish the order for conservation and use of wild nature, adjust activity of nature users according to the legislation, accept the decisions on creation of protected areas and approve the payment rates for use of biological resources. The ecologically sustainable economic development in the Republic requires a solid system of environmental management. That is why the Government has approved by its order the project on the ‘Improvement of a Control System and Control of Environment of the Azerbaijan Republic’ financed by the World Bank and the Chow-How Fund (United Kingdom), which is currently in the course of implementation.
The National Academy of Sciences of the Azerbaijan Republic within its structure has special scientific divisions of biological (Institutes of zoology, botany, genetics and others) and common ecological (Institutes of geography, ecology etc.) directions.
In each out of 10 institutions holding ex situ collections a group was established.
The Genetic Resources Institute coordinates other relevant institutes’ activities connected with genetic resources. The National Genebank For long-term maintenance of seeds is also located in this institute.
Collaboratively the all institutions involved in PGR work provide support on biodiversity conservation. This could be either inventory of flora and fauna or estimations of genetic variety of biotes. Efforts are focused on developing both the norms on biological resources, and methods on restoration of ecosystems.
There are more than 30 NGOs focused on ecology in Azerbaijan. The role of scientific societies is of vital importance. The Botanical society, the Zoological and Geographical ones are to be outlined in particular as their contribution in Azerbaijan's biodiversity and ecology preservation can hardly be overvalued.
