Date of Foundation: 1950
The "Elite" Scientific and Industrial Association was set up in 1993 on the basis of the Scientific Institute of Agriculture in order to improve seed-growing and supply the specialized farms with high quality seeds. In 1987 the Republican Selection Center was founded at the "Elite" Scientific and Industrial Association (the "Elite" SIA).
The main goal of scientific investigation is to elaborate and improve the theoretical basis of selection and seed-growing to obtain the results which could be used in genetics, physiology, biochemistry, plant preservation and technology as well as in some modern scientific areas such as biotechnology, genetic and cellular engineering, mathematical methods and computer technology, and which could also be helpful in growing the new highly productive varieties of cereals, leguminous plants and tobacco; in implementing the primary seed-growing to obtain the seeds of the best specimens, in working out and introducing the technology of growing cereals, leguminous plants and tobacco; and in improving the methods of land cultivation and the zonal system of farming.
In 2002 the structure of RI Agriculture includes 5 departments, 10 laboratories, 8 groups, 4 zonal experimental stations, 1 base station, Absheron subsidiary-experimental farming and 8 state seed growing farming.

The institute includes Tartar, Gobustan, Zagatala, and Jalilabad zonal experimental stations, Shaki base station, Absheron Subsidiary Experimental farm and 8 State Seed growing farms.
At present 110 research workers including 1 academician, 3 doctor of sciences and 60 with PhD work at the institute.
In the course of a period the institute operated more than 100 scientific per­sonnel improved their professional skills through training courses held in leading scientific centers of former Soviet Union as well as in appropriate institutes of France, Germany, Hungary and in international centers such as CIMMYT, ICARDA, IPGRI, ICRISAT
Primary material of complex resistance to aggressive diseases and pests have been selected and used in hybridization according to scientific-grounded program. By studying physiology-biochemical bases of high and quality crop formation in field and phytotron condition potential capacity of various genotypes on separate useful signs and potential condition for their realization have been clarified. This gives an opportunity to select them by their resistance to unfavorable condition, productivity, amount of protein, technological indexes and by amount of other sub­stances and use them directly in breeding activities.
So, scientific-grounded complex research works conducted in appropriate regions of the republic favoured solution of practical-selection issues as a result of which more than 70 different agricultural crops were released and submitted to State Strain Testing Commission. Out of them 15 winter durum wheat varieties-Mugan (1980), Shirvan-3 (1988), Mirbashir-50 (1988), Garagilchig-2 (1990), Tartar (1992), Vugar (1994), Shiraslan-23 (1996), Barakatli-95 (1999), Turan (1999), Alinja-84 (2000), 6 winter bread varieties- Parzivan-1 (1990), Mirbashir-128 (1996), Taraggi (1997), Azeri (1999), Akinchi-84 (2000), Giymatli-2/17 (2000), 3 barley varieties- Garabag-7 (1988), Garabag 21 (1996), Jalilabad-19 (2000), Samur (1996) triticale variety; oat variety Azerbaijan-60 (1988); rye vari­ety Mirbashir-46 (1988),; two maize varieties-Zagatala-514 (1998), Zagatala-68 (2000); two chick pea varieties-AZNIIZ-304 (1986), AZNIIZ-303 (1989), Azeri (1981) lentil variety; AZNIIZ-352 (2000) bean variety, 2 tobacco varieties-Zagatala-67 (1987), Zagatala broad leaved (1999) have been zoned. Intensive activities conducted at the Institute resulted in the release of intensive durum wheat varieties: Garagilchik-2, Mirbashir-50, Vugar, Shiraslan-23, Tartar, Barakatli-95, Alinja-84 etc.
